NCAA Announces New Legislation and Proposals for 2023

ATLANTA, Ga. | Clark Atlanta University athletics administration traveled to the 2023 NCAA Convention this past weekend in San Antonio, Texas. The four-day event included several education sessions, awards, and more importantly new changes to approved NCAA legislation. 

While the following proposals have been passed, the SIAC and NCAA will work to determine the best way to administer the changes to legislation.

Here are the voting results from the NCAA Convention on the proposals for 2023.
 
2023-1 Penalty for failure to submit the annual NCAA Financial Report 
 
2023-2 Elimination of the ISSG 
 
2023-3 Elimination of the IPOPL & SPOPL for Convention Legislation 
 
2023-4 Elimination of SAT/ACT test score requirement for initial eligibility 
 
2023-5 Availability of alcohol sales at NCAA Championships Events 
 
2023-6 Addition of STUNT as an emerging sport for women 
 
2023-7 Various governance committee restructuring 
 
2023-8 Definition of Agent and Use of Agents 
 
2023-9 Summer Voluntary Workouts for team sports 
 
2023-10 Football - addition of 1 spring scrimmage against a 4-year institution. Effective August 1, 2023, so not permissible for spring 2023.
 
2023-11 Football - Redshirt redefinition to allow up to 3 games of participation and keep redshirt. Effective August 1, 2023.
 
2023-12 Basketball - Changing the basketball start date to a 35-day window
